Recent travel bans affecting certain countries apply to the embassy stage of the process, not the initial USCIS filing. In many situations, applications can still be filed and reviewed, even if the visa phase is temporarily delayed. In addition, confirmed exceptions mean that some fiancé visa cases continue moving forward even when a country appears on a pause list.
