What Is a 221(g) Refusal Notice?

The fiancé or spouse visa interview is a moment many couples eagerly anticipate. After months of gathering documents and waiting for a scheduled appointment, the day finally arrives. But instead of walking away with an approved visa, some applicants receive a document labeled “221(g).” It’s an unexpected turn—and one that often leads to worry and confusion.

A 221(g) refusal notice means that the consular officer couldn’t make a final decision at the time of the interview. U.S. consulates can either approve or refuse a visa application. When the case is marked under 221(g), it has been placed on hold—not denied—because more information or documentation is needed. This is often part of what is called administrative processing.

Why Administrative Processing Happens

Administrative processing allows consular officers to request additional evidence or complete further background checks. Sometimes, the 221(g) notice will clearly list what’s required, such as specific financial documents, proof of relationship, or other case-specific items. In other situations, the notice may not include any instructions, indicating that the embassy is conducting internal reviews or verifications.

What to Do After Receiving a 221(g) Notice

It’s important to follow the directions outlined on the colored sheet of paper received at the interview—often blue, white, or yellow. If the notice provides instructions, submit the requested documents promptly. If no details are given, wait for follow-up communication from the embassy, typically by email. Either way, your case is still under consideration and not denied.

Since a 221(g) is not a final decision, there is no appeal process. Couples must wait until the officer completes the additional steps needed to move forward. Staying informed and responding quickly to any requests can help keep the process on track.
